<p>The San Mateo County Sheriff’s Office has an excellent opportunity for an experienced Crime Analyst to be a part of a historic undertaking, specifically the implementation of the Assembly Bill 109 Public Safety Realignment.</p>
<p>&nbsp;</p>
<p>Under the direct supervision of the Sheriff’s Office Gang Intelligence Unit Sergeant and Gang Task Force Command Structure, you will perform systematic crime analysis including difficult statistical and legal research relating to the crime pattern detection, suspect-crime correlation, target-suspect data and crime forecasts. In addition, you will disseminate and communicate crime-related information to local and neighboring police, sheriff and probation departments, as well as state and federal agencies.</p>
<p>&nbsp;</p>
<p>The ideal candidate will have at least 4 years of experience as a Crime Analyst in a law enforcement environment and possess a Bachelor’s degree in Public or Business Administration, Statistics or Quantitative Analysis, as well as a Crime and/or Intelligence Analyst Certificate. Requires strong communication, analytical and quantitative problem solving skills, the ability to produce documents using Link Analysis, Visual Investigative Analysis and Phone Toll Analysis to support investigations, knowledge of day-to-day budgeting and fiscal coordination, computer proficiency and the ability to provide information to participating agencies, deal tactfully with the public and work in a stressful law enforcement environment. Acquisition of a Certification in Crime and Intelligence Analysis issued by the California Department of Justice is required within 12 months of appointment.</p>

<p>You will design and maintain complex computer database systems; define, implement, and maintain access controls verifying data integrity; collect, analyze, and interpret data and statistics using quantitative and qualitative methodology; review, extract, and analyze various crime and intelligence data and compile into a logical and understandable format using Crystal Reports, presentation software, electronic spreadsheets, and statistical applications; prepare and present complex and detailed statistical reports; initiate and disseminate crime analysis reports, bulletins, and statistical data related to crime trends, patterns, and suspect individuals to department personnel in support of directed patrol and investigative activity; and prepare or direct the preparation of charts, graphs, maps, written reports, and audio visual representations of specific crimes.</p>

<p>Qualifications include a Bachelor&#8217;s degree, or completion of an accreditation program, with major course work in computer science, research methodology, statistics, criminal justice, or a closely related field, or equivalent training, and two years of experience in statistical data collection and analysis, computerized databases, records management systems, and computer aided dispatch in a law enforcement environment OR any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City. A valid California Class &#8220;C&#8221; driver&#8217;s license or equivalent may be required at time of hire.</p>

<p>Additional qualifications include knowledge of the principles and practices of advanced statistical data analysis; basic organization and functions of a municipal law enforcement agency, including terminology, practices, and techniques used in criminal investigations; local, State, and Federal resources available for use in the collection, analysis, and reporting of information related to criminal activities, such as COPLINK, CLETS, and NCIC; pertinent local, State, and Federal laws, codes, ordinances, policies, rules, and regulations; crime analysis and presentation software; experience with Microsoft Windows programs and computer software and systems including Computer Aided Dispatch systems, Records Management systems, geographic information and mapping systems, data base applications and presentation software; ability to research, collect, categorize, analyze, interpret, and disseminate data and information related to actual and anticipated criminal activity; prepare complex and detailed statistical reports; and to work cooperatively and communicate effectively with all levels of the department.<!--more--></p>

<p><strong>SUMMARY</strong></p>
<ul>
<li>This is a      journeyperson-level analytical position located in the San Diego Law      Enforcement Coordination Center in San Diego, CA. The center provides      intelligence services, products, and support to local, state and federal      law enforcement agencies in their operational and investigative efforts      against drug trafficking organizations and all crimes associated with drug      trafficking and terrorism on the Southwest Border, with special emphasis      on the California portion of the U.S. &#8211; Mexican border. The purpose of the      position is to independently produce strategic domestic drug intelligence      for the California Border Alliance Group (CBAG) High Intensity Drug      Trafficking Area which supports San Diego and Imperial counties, as well      as to produce other types of intelligence reports and presentations. Some      operational intelligence will also be requested to support on-going cases.      Primary support will be to the National Marijuana Initiative.  The position is dependent upon      year-to-year federal grant funding.</li>

<p><span style="text-decoration: underline;">The applicant must pass a law enforcement background investigation and must also qualify for a federal secret security clearance.</span></p>

<p><strong>PRIMARY RESPONSIBILITIES</strong></p>
<p><strong> </strong></p>
<ul>
<li>Collects,      evaluates, and organizes appropriate information from a variety of closed      and open sources including filed contacts reports, investigative files,      databases and systems, books, periodicals, finished intelligence reports,      the Internet, and miscellaneous reference material.</li>
<li>Shares collected      information as appropriate.</li>
<li>Provides      analysis of information.</li>
<li> Completes written assignments that      contribute to larger finished intelligence reports and/or independently      completes factual reports.</li>
<li>Creates      dissemination plans for written products.</li>
<li>Establishes an      advanced level understanding of an assigned area(s) of responsibility      (AOR).</li>
<li>Creates advanced      presentations with an appropriate level of detail focusing on marijuana impacts      and in a timely manner delivers them to intended audiences.</li>
<li>Provides      follow-up information to audiences in order to satisfy queries regarding      the material.</li>
<li>Participates in      SD-LECC peer reviews, discussions and working groups that create and vet      reports and publications.</li>
<li>Establishes and      maintains contacts with individuals in the intelligence, law enforcement,      and/or HIDTA communities to accomplish assignments and promote the      mission, goals, and objectives of SD-LECC.</li>
<li>Interfaces with      contacts for the purpose of exchanging, clarifying, or verifying      information; resolving disputed issues, disseminating SD-LECC reports; and      gathering feedback on products.</li>
<li>Participates in      team projects, displaying initiative effort and commitment, and coordinates      with other internal elements to complete assignments.</li>
<li>Successfully      completes collateral assignments and temporary detail assignments designed      to build expertise and broaden awareness of the SD-LECC mission.</li>
<li>Makes sound,      well informed, and objective decisions; perceives the impact and      implications of decisions and commits to action, even in uncertain      situations to accomplish organizational goals.</li>
<li>Participates in      intermittent travel to law enforcement or intelligence community agencies,      meetings, or conferences to exchange information, to provide presentations      or to network.</li>
<li>May provide      analytical support at crime scenes or marijuana grows.</li>
<li>Uses knowledge      and skills to support regional information sharing initiatives.</li>

<p><strong>PHYSICAL DEMANDS AND WORKING CONDITIONS</strong></p>
<p>The work is primarily sedentary. It may involve some driving, walking, standing, bending, carrying of light items such as files or office supplies, or transporting luggage during travel assignments. It may also include hiking into marijuana grows sites to extract intelligence.</p>
<p>The work is performed in a normal, smoke-free office setting where basic safety precautions are required. Some intermittent travel to various other work environments may be required.</p>
<p><strong>MINIMUM QUALIFICATIONS</strong></p>

<li>Bachelors degree      from an accredited college or university, and three years experience      performing analysis work within a criminal or intelligence unit servicing      the military or a local, state, or federal law enforcement agency;</li>
<li>Or three years      of college coursework, and four years of experience as described;</li>
<li>Or two years of      college coursework and five years of experience as described.</li>
